He was born in China and educated in England, receiving his Doctor of Philosophy degree in Oxford at Oriel College. He has lived in the United States since 1984.
He is a passionate advocate for the freedom of religion and has helped to write the "Williamsburg Charter," a reaffirmation or the religious liberty clause of the First Amendment, and also the "The Global Charter of Conscience" published at the European Union Parliament.
He currently attends The Falls Church, an Anglican congregation near Washington D.C.
